<p>A COLLARENEBRI family is devastated after discovering their much-loved dog, Ninja, was shot dead the day he was removed from their backyard by a council ranger.</p>
<p>The woman, *Kate, said she did not know how to tell her children their much-loved pet was dead.</p>
<p>&#8220;They&#8217;ll be so upset, they really loved that dog,&#8221; she said.</p>
<p>The mother was alerted to the ranger&#8217;s early-morning visit when she heard him banging on the side of her house.</p>
<p>She went outside to see what was causing the noise and found him in her yard.</p>
<p>&#8220;The dog catcher came out with a rope in his hand and took Ninja out to the tip and shot him in the head,&#8221; she said, still upset at the memory.</p>
<p>The woman said she was initially confused by the situation and didn&#8217;t know if he was allowed to take their dog or not.</p>
<p>She said the ranger told her to sign something which she later discovered was a form saying she had surrendered the dog.</p>
<p>&#8220;I said where are you taking him and he said they would probably take him to Dubbo and he&#8217;d end up in a good home with an enclosed yard,&#8221; she said</p>
<p>&#8220;I was believing what he said, but I still didn&#8217;t know if he should be doing that.&#8221;</p>
<p>Kate said she had heard Ninja had escaped from their yard and knocked over a couple of bins in the street.</p>
<p>She said it had been seen and noted by the garbage truck driver the day before Ninja was taken away.</p>
<p>A couple of hours after the dog was removed Kate said she felt the situation was not right.</p>
<p>&#8220;I rang and said I wanted to know where my dog was because I didn&#8217;t think he could do that, and I was told he&#8217;d been taken to Sydney.&#8221;</p>
<p>She said when she got home she vowed to find her dog and called as many pounds in the Sydney area as she could.</p>
<p>None had been sent a dog from Collarenebri.</p>
<p>After a series of calls she spoke to a woman from Sydney Pet Rescue and Adoption who pursued the matter on her behalf.</p>
<p>Kate had been told the dog had been shot the same day he was taken.</p>
<p>&#8220;We wanted the dog, I don&#8217;t understand why he didn&#8217;t just give me a warning and leave him with me,&#8221;?Kate said.</p>
<p>Walgett Shire Council&#8217;s director of planning and regulatory services Matthew Goodwin said the incident had been handled correctly as far as procedure went.</p>
<p>He said the dog had been surrendered and therefore did not need to be impounded for the usual seven to 14 days.</p>
<p>&#8220;The dog was considered a nuisance dog and was repeatedly found out on the street,&#8221; he said.</p>
<p>&#8220;She voluntarily surrendered the dog and then changed her mind about it later.&#8221;</p>
<p>Mr Goodwin said it was not unusual to destroy animals on the same day as they were collected.</p>
<p>&#8220;We have to consider the health and condition of the animal and western areas tend to have more dogs than people,&#8221; he said.</p>
<p>When the Daily Liberal asked if Ninja had been shot at the local tip Mr Goodwin said he had.</p>
<p>He added it was not unusual to destroy animals by shooting them, nor was it illegal.</p>
<p>&#8220;It is a near instantaneous death from a single bullet,&#8221; he explained.</p>

<p>&#8220;Every council has their own way of treating a situation but inland the animals tend to be shot rather than given an injection.&#8221;</p>
<p>Mr Goodwin said the council ranger did tell Kate her dog had been rehomed but he said the ranger did it to protect her feelings.</p>
<p>&#8220;It was not the correct way to handle the situation and that won&#8217;t happen again.&#8221;</p>

<p>There are a few issues going on here. Firstly would this have happened to a wealthy family in town? I think not. Secondly there are either no policies in place to follow or they aren&#8217;t being followed! And finally shooting a dog? This is the 21st century!</p>

<p>It is truly sick and disturbing a modern country can have such heinous acts happening with out really a thought about it. And the people who can carry it out obviously have no conscience was is worrysome. We live in sad times&#8230;.</p>

<p>Absolutely disgraceful.  Unfortunately, people do not know their rights and can&#8217;t stand up to bullies in positions of authority.  As pointed out by others, if the ranger had the right to take the dog he would not have needed a surrender form.  Statement by Walgett council says the dog was shot about midday same day because it did not have a potential adopter &#8211; presumably this about the same time it took the ranger to drive to the tip and pull the trigger, so it&#8217;s not as though they tried.</p>

<p>I have just read Walgett Council&#8217;s statement on their website, which details their version of events.I regard this as lacking in<br />
credibility and a poor attempt at risk management.</p>
<p>I do not believe Council’s report of what happened to Ninja and the<br />
little stray collected by council on the same day.</p>
<p>The story the owner told me of how the ranger pressured and coerced her,<br />
into signing surrender papers, which she did not understand, was credible and<br />
consistent over several conversations.</p>
<p>Does this council not understand the concept of “informed consent?”</p>
<p>Whilst Ninja&#8217;s owner&#8217;s story was consistent and credible, Council is reliant on the the word of a ranger whom they have established to be a LIAR on this matter, for their version of events.</p>
<p>Does anyone believe this statement from Council-</p>
<p>&#8220;Given that the animal was surrendered and council could not identify a potential new owner it was euthanased around midday on 21.12.12.&#8221;</p>
<p>Consider that they only seized Ninja around 8-8.30am that morning..so they only had him in their possession for literally a couple of hours before they took him to the rubbish tip and shot him.</p>
<p>How hard do you think they tried to find him a home?</p>
<p>Remember also that at the time of seizing Ninja, the ranger first told the owner that Ninja was a lovely Labrador who would easily find a home when they send him to Dubbo, and then when the owner made  a follow up call a couple of hours after Ninja had been seized, he told her that he was a lovely dog and had been sent to Sydney for re homing with a Lab breeder.</p>

<p>THE practice of trapping cats on suburban blocks has been caned by a pet defender.</p>
<p>Anne Greenaway, a principal with Lawyers for Companion Animals, said the accidental trapping of an elderly cat in Reservoir in September was an example of how the practice could go wrong.</p>
<p>Dean Nicholson&#8217;s 15-year-old cat, Bubba, was desexed and had the tell-tale ear tattoo of a domestic pet, but was neither microchipped nor registered and was not wearing a collar when she was trapped in the yard of a neighbour on September 7.</p>
<p>Mr Nicholson said when he rescued Bubba 15 years ago there had been no legal requirement to microchip pet cats.</p>
<p>Mr Nicholson learned Bubba was collected by a council ranger a day after her disappearance and transported to the Lost Dogs&#8217; Home where she was promptly put down.</p>

<h3><strong>Should residents be allowed to trap cats? Tell us below.</strong></h3>
<p>Darebin Council&#8217;s manager of economic development and civic compliance, Eddy Boscariol urged residents to microchip and register pets with up-to-date details to prevent such incidents occurring.</p>
<p>He said the council had been advised that the cat had been euthanased for humane reasons as it had been found to be diseased.</p>
<p>Lost Dogs&#8217; Home general manager Sue Conroy said Bubba would have been assessed by two vets before a decision was made about her fate.</p>
<p>&#8220;The last thing they (the vets) want to do is to put down someone&#8217;s pet,&#8221; Ms Conroy said.</p>
<p>But Mr Nicholson insisted his cat had been in good health at the time of her capture.</p>
<p>&#8220;She would sleep in my bed and wait for me when I got home,&#8221; Mr Nicholson said. &#8220;We were really connected.&#8221;</p>
<p>Mr Boscariol said cat trapping by residents was permitted in order to catch strays.</p>
<p>&#8220;Section 23 of the Domestic Animals Act 1994 allows the owner or occupier of private property to trap cats that trespass on their property,&#8221; he said.</p>
<p>But Ms Greenaway said some people used baits to entice cats onto their property and both loved family pets and stray cats were being caught in the traps.</p>
<p>&#8220;There is no way of distinguishing between an unowned cat and a family pet which is what occurred in this case,&#8221; she said.</p>

<p>It is tragic and shameful that the Bubba, a cat who was loved and cared for, was killed within 24 hours of entering the Lost Dogs’ Home I am appalled that Darebin ratepayers’ are paying this organisation for animal management. I would like to see Darebin Council demand that the Lost Dogs Home take action to reduce its extremely high kill rate, and use another contractor for animal management if significant improvement is not made. Other pounds in Australia and overseas, such as the RSPCA shelter in the ACT, and the pound operated by the Animal Welfare League of QLD on the Gold Coast, manage to save more than 90% of all animals entering their shelters. This hasn’t occurred by accident – it has been achieved by implem enting a range of actions that have been proven time and time again to save lives. It involves working in partnership with animal rescue groups, actively promoting animal adoption in local media, doing a high number of desexing surgeries at low cost, and, as the Lost Dogs’ Home should have done in Bubba’s case – doing everything possible to ensure lost animals are reunited with their guardians. The animals of Darebin deserve no less.</p>

<p>Victoria&#8217;s Domestic Animal Act 1994 was from the start was quickly tagged the &#8216;nuisance dog and cat Act&#8217; due to the overall negatives about pets and the use of employed contractors to pick up stray cats and then target managed and cared for cat colonies. Mr Nicholson claim that older cats were exempt in the Act from chipping correct and same in NSW Companion animal Act 1999 at the start. A later amendment to the Act in NSW also removed this exemption for older cats BUT how is the public to know this, even rescue groups struggle to keep informed. Giving the public or contractors power to trap domestic cats (then present them as stray/feral) to a pound or shelter LDH in this case is a death sentence. But any shelter with knowledge and compassion would recognise a well cared for mature desexed (ear tatoo) as a loved pet and hold for maximum time at least. Large rescue groups could also run a lost/found program and advertise if they really cared. Animal welfare groups acting as pounds is a conflict of interest and the animals always lose.</p>

<p>This is an horrific story and I feel so sad for the man who lost his friend. It is awful. But please be careful to understand what or who may be at fault. It is not the practice of trapping stray cats&#8230;..nor lost dogs home who are a pound and need to deal with hundreds of stray cats per week that they have no chance of homing. It is the individuals who sometimes do the wrong thing. If some one catches a cat that is desexed they MUST ask around to find out if anyone owns it before taking it to the pound. I do a lot of cat rescue and rehoming in Melbourne and I know that people dump cats, mistreat them and more. The cat overpopulation problem is growing and is a big issue that we need to address. Rescue groups are full and pounds are faced with a difficult situation. There is more to this situation than meets the eye and you have to be careful in judging.</p>

<p>My heart goes out to the owner of this cat, and I am disgusted by some of the comments which show a lack of compassion. What sort of a society do we live in, when a neighbour is allowed to trap a cat. The neighbour should be prosecuted, and trapping should be a crime, except for TNR. I am tired of the psychotic cat haters in our society, it is well evidenced, that there is a link between animal cruelty and crimes towards humans.</p>

<p>This is so sad&#8230;.what is wrong with people that they would do this to cats? There was no reason to trap the kitty, and no reason to put it down. If you see a cat in your neighborhood you think might be stray, knock on your neighbor&#8217;s doors and ask. If you feel you have to, take it in and put posters up, but for goodness sake, don&#8217;t trap it if the end result will be it going to a kill shelter. Trapping cats in anything but the most humane circumstances (any type of cat) should be considered animal cruelty and prosecuted unless conducted in the most humane way (trap watched non-stop and being done for welfare reasons in relation to that cat).</p>

<p>There is a percentage of pets where the microchip is not found although I agree they should be microchipped I have heard some vets don&#8217;t actively promote it and I know when I spoke to the Council about my cat who was born before that date they said no need to register???!!!s Therefore what is the message the public is getting here? cat should be allowed in a garden sometimes they go next door &#8211; depending on the suburb if there is a lot of bush area or heavy traffic yes agree to have enclosures otherwise why should they not enjoy sunshine in their garden. I have seen many cats on pound websites in western Sydney looking well fed and cared for that are scared and get put down or if kept for a few days the legal 7 in nsw without chips become friendly &#8211; something is wrong that so many are being brought into the pounds.</p>

<p>Domestic pet trapping should be outlawed, there are far too many animal haters, who willingly trap animals to harm them, or to get rid of them. TNR is different, cats are trapped by qualified rescuers who are trying to save the cats, and prevent litters of stray kittens.</p>
<p>The LDH should be investigated, it should have done everything possible to reunite Bubba with her owner. I feel heartfelt sympathy for the owner of Bubba, I know how I would feel if this had happened to one of my cats.</p>

Yes, there unfortunately are irresponsible people who allow undesexed animals to roam all over the place. But there is no evidence that Mr Nicholson allowed his cats to roam at will. Bubba escaped during a storm; she was frightened and ended up in a neighbour&#8217;s trap. One of my indoor only cats escaped from my mother&#8217;s house while I was on holidays last year &#8211; tragically she was killed by a car after two weeks on the run (and while we were frantically searching for her). I guess that makes my mum and me &#8220;irresponsible pet owners&#8221; who deserve what we get too, does it? Taking the argument to its logical extension, maybe Sian the proponent of cat traps is &#8220;irresponsible&#8221; for keeping her goldfish in an outdoor pond instead of an indoor aquarium! Or maybe don&#8217;t assume that the grieving owner and innocent victim of a high kill pound&#8217;s policies was somehow at fault, but assign blame where it belongs.</p>

<p>Sian there is no laws to say your cat or any other cat is not allowed to wander so there is no justification for trapping a cat. If you have a cat problem it should be handled by an experienced person like the rangers are supposed to be certiified for this job not fob it of to vigilantes and it should be done in accordance with the cat trapping guidelines. You cannot take the law into your own hands and not one person involved in this has acted in accordance with the law. Again Josie it is not up to the public to enforce the law that is why we have people designated to administer the law. Also there is not reason to trap a cat if it is roaming it is quite within the law. A nuisance doesn&#8217;t mean death it means you deal with it within the law. If you took all the cats off the street you would have a huge rabbit, rat and mice problem as has been shown in many studies. Cataphobia should not lead to the automatic kill of all cats.</p>

<p>This is a major problem in most pounds, including the no kill/low kill pounds and shelters.I have spoken to numerous staff/volunteers from many pounds who all say a cat that comes in that appears scared, timid, unowned, wild, feral or diseased is not held for 8 days, they are killed upon arrival as it is seen as an occupational health and safety issue for staff to deal with these cats. In Victoria the Code of Practice for the Management of Shelters and Pounds states: 2.2 Admission: unidentified cat that is wild, uncontrollable or diseased may be euthanased in accordance with the Domestic Animals Act 1994. Lost Dogs Home will milk this loophole in the COP as do other pounds. Once the animal is killed they have disposed of all evidence, who is to say the cat was wild or diseased, the pounds don’t have to provide proof. This tragic story from Preston will be one cat owners word against LDH and 2 vets.</p>

<p>I think this is a lesson for everybody to keep your pets confined to your property. Long gone are the days where cats in suburbia can roam the neighbourhood. Install a cat enclosure, or net the whole backyard in and even safer still is keeping your cat indoors! Another lesson learnt the hard way is for everybody to microchip their animals&#8230; dogs and cats lose collars all the time, the only effective means of identification is microchipping. Keeping cats safely confined protects them from costly abscesses (as a result of fighting with other cats), being hit by cars, attacked by dogs, tortured or hurt, reduces the spread and risk of FIV, FeLV and in this case, from being trapped and PTS. All these scenario&#8217;s make vets rich and owners poor. Take responsibility for your own animals, don&#8217;t look to blame others. A sad story all round and lessons learnt the hard way.</p>

<p>Why wasnt this cat held for the mandatory 8 days? As someone who works rescuing animals from council pounds, I see a lot of beautiful healthy cats, who are clearly loved pets, in pounds. These cats have been trapped by neighbours and taken to the pound. Unfortunately most go unclaimed and are put down. It is difficult for an owner to find a lost cat once it&#8217;s in the pound system. In my opinion people shouldn&#8217;t be allowed to trap cats either on or off their property, unless they are doing so with their neighbours knowledge and under the supervision of council or another governing body.</p>

<p>I`m Dean Nicholson the owner of Bubba and I would like to say that she was a happy healthy cat and therefore should not have been put down the morning that she was brought in to the Lost Dogs Home.They are supposed to have an eight day policy of holding on to a lost cat chipped or not.After eight days they are then put up for adoption.The excuse I was given was she had cat flu.Also why do they not have any record of my cat being brought in by the Darebin Council?From a phone call I made to Darebin Council three days after she went missing I was told no cat was collected in my area on the day that she was collected and taken to LDH.The key point I want to make is the community expects that if their pet disappears and happens to have been taken by the council to the LDH that the owner has eight days to collect their pet.Furthermore,we don`t expect that they will destroy the pet immediately using as their defence that the cat has cat flu or/and that the cat is feral.There is clearly a major problem with the way the LDH process lost animals.Dean Nicholson.</p>

<p>As for the Lost Dogs Home trying to justify the killing. They never gave the owner the chance to reclaim the cat. They have been totally irresponsible and negligent in their thoughtless decision. This is not the first time they have killed a family pet and will probably not be the last.</p>

If the cat was examined by a vet, why didn&#8217;t they see the ear tattoo, and therefore wait a while before euthanizing her? As someone who has had their own inside cats terrorised by a neighbour&#8217;s cat not to mention it keeps EATING our goldfish in our pond and spraying everything around my house, I think we are totally within our rights to trap it and take it to the authorities. <dd>Actually there is Annie &#8211; it is called microchipping and registering the pets, which is the law to have a cat &#8211; had this cat been chipped, then when it had been caught, it would have been easily detected when the cat was examined, and the cat could quite quickly have been reunited with its owner thanks to the owners details held on the chip register. If anything, this is a call for all pet owners to ensure they have done the right thing in having their cats chipped (many councils have reduced fee days for this to be done, so is very easily arranged), and yearly registration fees should be paid for any cats or dogs kept by a resident, with numbers owned in accordance with council regulations. Whilst I feel for the owner of the cat having lost his girl in this way, the fact remains that it could have been avoided quite easily by him.</p>
<p>The problem though of stray and feral cats roaming, particularly if they are undesexed, is a big one, and disallowing cat traps is not the answer, as these are an important tool in being able to catch these cats that would otherwise avoid capture, and then remain a problem in the area.</p>

<p>Rescue, working together, rehomes so many animals from pounds. It is possible and we are doing it. I will be attending in order to meet new rescue people so that we can work together to rescue even more. Shame on RSPCA.</p>

<p>I think the councils need to consult with the animal rescue groups to come up with a plan that works. Four council areas feeding into one RSPCA obviously is not going to work.</p>

<p>Why would you think that council&#8217;s feeding into the RSPCA is not going to work?, excuse? when in fact they have a huge kill rate and a huge budget, the question that need&#8217;s to be asked is: Why do you get so much money from the public, why do you promote yourself as a society that protects animals when in fact you kill more than you save, please explain RSPCA?!!, why are you involved in legislation in regard to NSW&#8217;s Companion Animal Act when in fact your actions contradict alot of the Act, in respect to looking after animals, where is the cash RSPCA??.<br />
I totally agree with you in regard to rescue groups, but in my opinion, education is the main thing that needs to be done, time for a profit reaping society to be held to account.</p>
<p>When will the State Gov throw some cash to people who care for animals without being a business?, Andrew Cornwell MP is a member of a Companion animal taskforce, maybe he can source some cash for the people who help animals and not the ones who care about profits, Andrew?  Regards Bob</p>

<p>We desparately need to have an alternative to all animals going to the Rutherford RSPCA. Not only are they over utilized they have a huge kill rate and do no allow rescues to take from their facility<br />
There are many other things that can be done such as public education. I run a catch desex realease rescue where I am working to eliminate the unhomed animals in my area. It would be wonderful to have resources to help other communities do the same.</p>
<p>I urge all councillors to attend and hope there are some positive outcomes from this conference</p>

<p>The RSPCA at Rutherford now has the dubious honour of killing more animals than any other RSPCA in the state. The facility at Rutherford was built to house animals from 2 councils but the RSPCA at Rutherford has taken on lucrative contracts from 2 additional councils without expanding their facility. So this disastrously high kill rate is a foreseeable result. Residents of Lake Macquarie, Newcastle, Maitland and Cessnock should be horrified at the statistics. I urge councillors and residents of all 4 councils to please attend the conference as a first step to changing things for the better for the companion animals in our region.</p>

<p>As with every year during the holiday season, animal shelters around the state are overflowing with dogs and cats that have fled their homes or been abandoned. We visited a north coast animal rescue centre and met some of the pets looking for a loving home.<img decoding="async" title="Print this page" src="http://www.abc.net.au/local/global_img/generic/generic_button_small_print.png" alt="Print" /></p>

<p>Animals occupy every room of the Lismore Animal Rights and Rescue Centre.</p>
<div>
<p>Even the bathroom is inhabited by a fox terrier and her five pups, who were abandoned on a hot day in a Lismore caravan park.</p>
<p>In the next room, sits a timid mother and her puppy, who were abandoned on a rural property after their owner was hit by a car.</p>
<p>There are currently more than 70 cats and dogs in care with the far-north coast Animal Rights &amp; Rescue Group.</p>
<p>Thirty of those have come in after mid-December.</p>
<p>With a no-kill policy, most of the pets are housed in foster care until the centre can find a suitable long-term home.</p>
<p>Many animals have been rescued from pounds around the region, just before they were about to be euthanised.</p>
<p>But the group has reached capacity, which means they&#8217;re unable to collect any more of the dogs and cats facing death.</p>
<p>While in foster care, volunteers document the animal&#8217;s traits and characteristics to find a good match.</p>
<p>Animal Rights &amp; Rescue Group founder and president, Barbara Steffensen says there is a detailed process to make sure each animal goes to the right home.</p>
<p>She says people need to be committed to caring for their pet for its whole life, including providing adequate care while they&#8217;re away on holiday.</p>

<p>THE Hunter is blessed to be home to a network of volunteer groups working to rehome pets deemed surplus by  society.</p>
<p>Hunter Animal Rescue, Dog Rescue Newcastle, Newcastle Pound Pooch etc help to reduce kill rates at local council pounds to a mere fraction of that of the large, better-known and better-funded animal welfare organisations.</p>
<p>Spare a thought this holiday period for the dedicated foster carers and volunteers who are the backbone of these organisations, whose homes are often overflowing this time of year dealing with the usual Christmas surge in strays and surrenders from the local pounds, and who cover while other volunteers are on holidays.</p>
<p>Or – better still – volunteer. As the saying goes, ‘‘A pet is for life not for Christmas’’, but fostering over the summer holidays is a great chance to experience the joy that a cat or dog can bring to your household, even if travel or work commitments the rest of the year mean you cannot commit to a full-time pet of your own.</p>
<p>Plus it’s a great feeling to know that you have helped save a life.</p>

<p>Agree with you wholeheartedly Geoff!!! Too many people continually disregard the fact that pets ARE FOR LIFE!! THEIR LIFE!! They are not just another commodity to be disposed of when the novelty wears off, or they are no longer &#8220;little and cute&#8221;. Parents should teach their children to love &amp; respect another living creature, and if they can&#8217;t do that then they shouldn&#8217;t even consider taking on an animal of any species&#8230; even a bird in a cage!</p>
<p>Our experience with HAR is wonderfully harmonious and the folk we&#8217;ve dealt with nothing short of exceptional!! We are now in the &#8220;senior&#8221; category but have recently adopted 2 HAR kittens who have rewarded us with unconditional love. If we were younger we&#8217;d have our hand up to foster more unwanted pets, without question.</p>
<p>Are we a society who no longer have any sensitivity towards each other or animals?? Come on&#8230; there must be plenty of folk out there who have a big back yard in which they can foster a couple of  dogs, or some space for a puss or two!! Ask yourself.. &#8220;do I want to save these deserving animals from euthanasia?&#8221;</p>

<p>Could not agree more. In the last few years grass root foster care rescue has taken over and is now a massive movement of people helping animals 24 7 without them having to ever experience the riggers of going into a &#8220;animal welfare shelter&#8221;. This is the new movement that has 100% non kill and has no age barrier. People take these animal into their homes and of the new groups I have been associated with over this past year will take any animal and work on any issues with 100% success rate. This is because these people care and they will go the extra mile to make sure non fall through the gaps.  Face book is a huge network that aids this new transformation and it does not have opening or closing hours and every facet of animal care is available at the touch of a keyboard. Rescuing, transport, medical attention, training, advertising and rehoming and the most rewarding is the after photos with the new pet with their new family.</p>

<p>A CLAIM by the Nowra RSPCA that two dogs in its care had found homes when in fact they had been put down has upset animal advocates.</p>

<div>On the RSPCA Nowra Facebook page a photo was posted of a group of people with six dogs on July 29.</div>

<p>At least two of those dogs had been euthanased by the RSPCA, bringing into doubt the organisation’s claims of the number of animals it adopts out.</p>
<p>The Facebook issue was raised by Tony Twining, a volunteer with the Nowra branch of the RSPCA shelter between February and May this year.</p>
<p>Mr Twining said the two dogs that he knew about, Reg and Max, had been put down in May.</p>
<p>“When the RSPCA published this on Facebook saying these dogs had found their forever homes they knew those two dogs were dead,” Mr Twining said.</p>
<p>“I’m upset that I’m in that photo, it’s quite offensive, I feel like I’m complicit in that lie.</p>
<p>“I am also concerned that it is still on their Facebook page.</p>
<p>“RSPCA NSW CEO Steve Coleman claims to have investigated the issue but the page is still there,” Mr Twining said.</p>
<p>The Register contacted Mr Coleman who confirmed that photo did appear on the RSPCA Facebook page but believed it had been taken down.</p>
<p>“I understand where he [Mr Twining] was coming from,” he said.</p>
<p>“He’s obviously annoyed we’ve misled people. Some days later one of those dogs had been euthanased. It was never the intent to mislead or misrepresent anything at the time when that photo and caption went up.</p>

<div>“We’re an organisation that isn’t perfect and is striving to do better, but the energy needs to be channelled into reducing the number of animals brought to us,” Mr Coleman said.</div>

<p>Lawyers for Companion Animals principal Anne Greenaway is an animal welfare campaigner who believes the organisation is more concerned with making money than animal welfare.</p>
<p>“This is not the first report I am aware of that the NSW RSPCA has stated that an animal has found a home when in fact the animal has been killed,” Ms Greenaway said.</p>
<p>“RSPCA counselled Tony Twining on his comments on a Facebook page, yet they did not and still have not removed their false comments on that same Facebook page, despite being fully aware that the comments were false.”</p>

<p>Terrible to think they ring people up and make them aware when their surrender animal has been rehomed&#8230; who knows how many people are happy to know their once loved pet is with another loving family when really the animal has been euthanized!!</p>

<p>This is just another example of the RSPCA being more concerned about its image and bank balance than the animals it professes to care about. Mr Coleman, what *are* you doing to try to reduce the number of animals brought to you? Wide-spread free desexing would be a good place to start, wouldn&#8217;t it?</p>

<p>I will never ever donate money to the RSPCA, they don&#8217;t do the right thing a lot of the time and still they get funding of millions of dollars. My hard earned money will be going to small no kill shelters who have to do all their wn fund raising with no help from the government. Check out Facebook, there are any amount of them, mostly run by volunteers who are real animal lovers.</p>

<p>&#8220;1. Animals have an intrinsic value of their own and, accordingly, must be considered to possess the right to live in a way which enables them to have a positive life and to develop and enjoy their inherent qualities.&#8221; This is the first paragraph of their own charter. The kill rate they employ and the standards in use at the moment make it very easy for them to euthanaise and dispose of animals who would be taking up funds that may be better self serving to some Executive. Their CEO Steve Coleman always has a well rehearsed spin response whenever their misdeeds are exposed, which he repeats ad nauseum. The Inspectorate and other Executive moved from Yagoona some time ago, where rents were nil to the Olympic Complex where according to recent Annual Reports the costs are in excess of half million dollars p.a. Then we have 2 of the past Presidents who undertake prosecutions on their own behalf. The amounts of money going to their own firms is staggering. One case alone, a single 70+ lady in the central west of NSW, in the middle of the drought has been billed in excess of $450000.00 for &#8216;legal costs&#8221; &#8211; payable to them of course. There are far more excesses on record about the actions of certain parties at the very top.To raise some of these actions, results in immediate threat of massive court actions, paid for by &#8211; yep, you guessed it &#8211; out of cupcake drives, million paws walks, branch fund raising etc. Take a look at their current web site. Many ways to donate, very few on the help they offer. The sooner certain carpet bagger style persons are removed the sooner the Society will return to their old and intrinsic values.</p>

<p>To dispel a couple of misconceptions/myths: the RSPCA does NOT OWN the Nowra shelter, the Council does. This means that the RSPCA is limited in what it can and cannot put in &#8211; only &#8216;things&#8217; which can be taken if they fail to win the contract when it comes up for renewal. The RSPCA Nowra Branch is NOT the shelter &#8211; the Branch pays for items for the shelter. Some shelters are owned by the RSPCA, but not the Shoalhaven &#8211; those owned by the RSPCA are not limited in what they can have, the Shoalhaven shelter is. Take note Adam Wright &#8211; as a &#8216;reporter&#8217; you should be doing your homework prior to writing inflammatory articles (I think it&#8217;s termed &#8216;getting both sides of the story&#8217;).</p>
<p>I have no idea what RSPCA NSW does with all the money it receives &#8211; apart from updating the Yagoona shelter (which needed it badly) and paying the inspectors (who put up with a lot of crap [although one inspector deserves what s/he gets] from the public when doing their job (with limited resources) and the education section (may go to schools, etc, to educate only when a request has been put to the various RSPCA education teams). Don&#8217;t beat the inspectors, NSW is a large State (much, much larger than the ACT, and the inspectors have so much more territory to cover. Animals are given &#8216;extension of life&#8217; (to put it crudely) by being sent to other shelters around the State to better their chances. Nowra Shelter is small, it cannot hold all the animals it receives (nor has the funds to do so), and if no other shelter is willing to take an animal, unfortunately &#8230; . Blame the Council if you wish to divvy blame &#8211; there is no maximum to the number of animals on a property, suburbia or country; there is no law against back yard breeders, either! Wandering animals and strays are, by law, to go the Shelter.</p>
<p>Charging for animals at the shelter: duh! Do people honestly think the shelters should just give away animals that have not been &#8216;fixed&#8217; so the back yard breeders and those who mistreat animals (prevalent in the Shoalhaven) can continue to contribute to the misery of animals? They are no doubt acquiring animals from the newspaper which are being given away for some reason or other, as it is! The costs are for the microchipping, vaccinations, any medical treatment the animal enters the pound (flea treatment, deworming), etc. What do you want, people? Freebies? Don&#8217;t mistake the shelters for the head office of RSPCA: the individual shelters still have to raise their own funds; the head office divvies funds between all the shelters on an &#8216;as needed&#8217; basis (or so it appears).</p>
<p>Bequests and wills: let&#8217;s just say &#8216;BullS()^&#8217; to such scaremongering comments. Do a bit of research before making such comments, please. It&#8217;s fantastic that people are making comments against euthanasia and wastage of funds, but it is NOT the RSPCA as a whole, so don&#8217;t mislead other readers with your comments. Don&#8217;t subject all RSPCA folk with cranky, vitriolic (albeit heartfelt!) comments of condemnation and damnation. Reserve them for the deserving!</p>
<p>I would love the Australian Government (and local Council) to get their acts together and bring in an ASPCA (American Society for the Prevention of Cruelty to Animals) AND animal specific poisons centre (which the US also has, by the way) style of laws and regulations, but they won&#8217;t (as opposed to can&#8217;t &#8211; similar to the live export trade where it is also a matter of won&#8217;t, not can&#8217;t).</p>
<p>I totally agree with many comments here, in spite of being a contributor to and member of the local RSPCA branch, but don&#8217;t bite all of us, please. There are some duds, but there are also many of us who are genuine in their attempts to change things for the better. It is, however, up to local Councils and the Australian Government (whoever is in &#8211; no presiding Government has had the gumption to change laws re animal welfare (live exports a prime example, as are back yard breeders and animal farmers). It is the magistrates and judges who give lenient sentences, if any!, and fines to perpretrators &#8211; leaving the RSPCA way out of pocket in expenses. Go after them, not the inspectors or the RSPCA.</p>
<p>In leaving: I have also had &#8216;words&#8217; with the powers that be over animal welfare issues (RSPCA, Council, local members); feel free to write also, don&#8217;t just voice you disapproval in a comments section &#8211; that will NOT get action!</p>

<p>RSPCA NSW has the highest euthanasia rate of any state and we know why. They have such blatant disregard for the animals in their care and would prefer to kill them than work with reputable rescue groups. Steve Coleman wont name them and interestingly no one has come forward&#8230; More lies ?? it will only be when the donations start drying up that they will pay attention. Exploiting animals for a photo opportunity and and a bit of PR to fool people into giving donations and then killing them several days later is just vile. Only RPSCA ACT tries to save them and the rest ride on their success.</p>

<p>The RSPCA NSW should be the subject of a public investigation into how it uses it&#8217;s money and resources and why, given those resources that it clearly has, why it&#8217;s rehoming rates are so low compared to best practice animal shelters around the world. Also RSPCA should be stripped of its animal cruelty mandate as it clearly cannot do both well &#8211; animal cruelty prosecution AND animal shelters. One or the other , but not both</p>

<p>How low can you go&#8230;to use the animals for fundraising before killing and to lie. Can&#8217;t use &#8216;didn&#8217;t pass the behavioural test&#8217; excuse here, as these dogs were trusted enough to be with the general public.</p>
<p>I use to be a foster carer for RSPCA Yagoona. My last two foster Mum cats would have been euthanased as they were not coping at the Shelter. A friend was good enough to adopt one for half price &#8230; has they had 1/2 price promotions at the time. With the other, I adopted, the RSPCA knew I only adopted to save but they still charged me full price for the adoption. A pensioner who was a foster carer had to pay full price for a cat she didn&#8217;t want, to save from being put down&#8230;despite the fact she was a long term fundraiser for them&#8230;once again how low can you go?</p>
<p>I had a litter of kittens &#8230; two didn&#8217;t find homes immediately so became sick with the flu at the Shelter. A RSPCA Vet phoned me to foster the kittens again, or they would be euthanased. This is after I had already treated the kittens for flu and ringworm before. What if I had gone on holidays during that time? I now wonder whether they would have been truthful to me about killing and about the others I have fostered. How can one trust the RSPCA?</p>

I think that the RSPCA are in the ideal situation&#8211;because they are a well-known organisation , financially it is affordable for them-and because they have a voice that the government hears &#8211;to do something about de-sexing of companion animals&#8211;and making it affordable for those sectors of our community who cannot afford de-sexing at a vet.How about mobile de- sexing vans that can travel to the places where this is so needed. Nor do I accept that this is the problem. I strongly disagree with you Steve Coleman. When Nathan Winograd worked with shelters in the USA he found that No Kill was not only possible &#8211;but achievable. He worked with the public in the areas where the shelters were and he found that overwhelmingly local people wanted to help re-home animals. He proved this in 3 very different parts of the USA. I know I was misled about the RSPCA until I heard about their massive kill-rates, their $40 million hefty share and investment portfolio, and their $10 million profit last year, all accumulated at the expense of the healthy dogs and cats ruthlessly killed by this so-called animal welfare organisation. Now I hear about this latest pathetic incident. What a sad and offensive way to hoodwink the community.</p>

<p>Used to attend million paws walk, hold a regular stall and donate our takings to the RSPCA, but not now. The RSPCA has gone over to the dark side. Instead of being an organisation which educates and persuades people, it has become part of the modern day state apparatus. Like DOCS, it now knocks on your door and demands to see your pet. Next we will see manditory notifications for allegedly abused pets. I stopped supporting the RSPCA when they started acting like the Gestapo. Going out to people&#8217;s homes without permission; jumping fences when the owner isn&#8217;t at home. Claiming they know best when you should see the way they treat animals in their care at the Nowra pound. No the RSPCA has lost its way. More interested in reality TV shows and playing to the media than in their sacred duty to help animals</p>

<p>the RSPCA runs the Nowra pound ( along with many other ones ) &amp; they charge people $100 to surrender an animal with them &amp; if you go there to adopt a dog they charge $320.Even if the animal that is surrendered has already been desexed they still get $320 for the dog.I just have to wonder where all the money goes???Mr Coleman said they need to work on not getting so many animals surrendered&#8230;.well perhaps with all their profits they are making they could offer people a reduction in the cost of desexing dogs or cats.To me that would make better sense than having all that money in a bank account.It would be like investing in the future for the betterment of animals.Sorry but I have lost faith in the RSPCA</p>

<p>What on earth is this??!!!!,..RSPCA are you just a money making business?.I thought so&#8230;I bet you have nice homes, money, holidays and those like me, millions of fellow contributors and advocates don&#8217;t have enough food to eat every day because we send it to you, so our beloved animals are saved, not KILLED. How many more have you been killing!?. The money you get and other KILL shelters get is to keep your business going, is that it?.Thats what it is, just business for you all. I believe you have stopped caring for animals, and this is not first time that a killing of an animal in your care had happened.Someone must look into the way RSPCA and KILL SHELTERS run their so-called businesses and find where the money really does go.</p>
<p>It is time to get rid of organisations who take money and do with it as they please. The money is to SAVE animals not KILL them. Be rid of councils and institutions that KILL, period..It is 2012 and the time is now. People are not stupid!.You had your way, and in the past have excused your actions and today are still doing the same thing, but what you need to truly realise, is that these excuses are costing innocent beatuful lives of these animals. People will not accept the killings. What is needed now, is to have a thorough investigation and consequences need to be issued. People need to pay for these cruel and uncessessary mistakes. Millions have been given to you and many other places and there was always an enormous amounts of donations and advocates contributing to the cause to actually save lives. I feel sick to think being a fellow advocate and regular contributor to bear witness to these actions. You would had been better to invested in the prevention of all KILL Shelters, which we have and DO NOT want! and save ANIMALS than what you&#8217;ve been doing.</p>
<p>I pity you and places like yours. I pitty you all.</p>

<p>They should watch Animal Planet. The shows on there about the different ASPC&#8217;S in America show how it really should be here in Australia. These officers really care about the animals and don&#8217;t worry about the money. l don&#8217;t donate to them anymore either. l prefer to donate to Pets Haven in Victoria as they do a fantastic job with the animals.</p>

<p>how do we know that the animals didnt develop a illness suddenly when they were meant to be adopted- wont be a first nor last time that has occured- how many pet shop pets look healthy then are violently ill not long later? you cant blame the staff at these shelters for things out of their control. Nowra shelter is doing a great job at rehoming and transfering animals to try to find them homes &#8211; shame other shelters cant say the same &#8211; Perhaps people should try working where these staff do rather than sittingin their high horse- it is a horrible jo at times and they have to switch off or send themselves mad with the work they do. all good for you bleeding earts who want to help.</p>

&#8220;how do we know that the animals didn&#8217;t develop a illness suddenly when they were meant to be adopted&#8221;<br />
we know because the RSPCA have a kill rate of just under 50% and if these dogs had died of an illness as you suggest then you can bet your life that the RSPCA spin would have had sad pics of them all over the media asking for donations for them.<br />
And please don&#8217;t lecture us on what a hard job they have-what the hell do you think most of us do?, thats right we scramble around to try and save animals before the RSPCA gets their hands on them and we save and rehome more then the NSW RSPCA.<br />
So yes, these dogs did die from an illness, its an illness called self interest and greed.<br />
Agree it must be a horrible job at times, thank goodness that most of us are non kill or very low kill.<br />

<p>well you clearly are tarring all shelters with same brush. I have no doubt some have terrible records BUT i DO know that nowra shleter has had a massive change in thinking and rehoming &#8211; unlike a few years ago they now do as much as possible. unfortunatley cost is prohbitive and i dont think anyone can save &#8216;no/low kill&#8217; if they are realsitic. I persoannly have seen many dogs that should not of been rehomed for aggressive/behaviour issues that endanger other animals and people- yet they bend over backward to help as best they can but many should never be rehomed . Shame more people dont take into account the people who have to pick up the pieces of these dogs taht are rehomed that shouldnt be</p>

<p>whyme-we are so tied of that rubbish &#8220;unfortunatley cost is prohbitive&#8221; what a load of rubbish, NSW RSPCA made a profit last year of nearly $10 million- rescue groups have shown how it can be done and they dont get paid a cent! .<br />
Again if the RSPCA cant do the job-get out of the bloody way and let us in.</p>

<p>My question to Steve Coleman is why has the Nowra RSPCA now taken down the Facebook photo and lies that were told. Surely the decent thing to do would be to CORRECT THE RECORD and tell the truth, rather than just remove the photo as if these lies never occurred.</p>
<p>It is most regrettable that there is no OMBUDSMAN for the RSPCA. If there was, I have no doubt this office would be inundated with complaints.</p>
<p>“He’s obviously annoyed we’ve misled people.&#8221;</p>
<p>Yes Steve, many people are upset and annoyed, not just the brave Tony Twinning who came forward in this matter, after writing a detailed letter to yourself on 4 September 2012.</p>
<p>Animal lovers are sick to death of the lies and spin.</p>
<p>Please expect more adverse media stories, while RSPCA NSW continues to lie and continues to reject NO KILL strategies which have been proven to save lives.</p>

<p>Wow, such passion from the commentry. Managing pet over population is a huge issue and the focus doesnt seem to be on cause but on the outputs, more unwanted pets being dumped). Is it our wonderful NSW laws that actively restrict responsible pet ownership by hiking up the costs to actually own a dog? (its not an Act about cats at all!) And then theres all the &#8216;pet-ty politics&#8217; between the wonderful people involved in animal rescue. Wonder what that task force thingy is going to tell us about dogs in society? no doubt more revenue raising ways to restrict having and enjoying dogs.</p>

<p>Thats just plain wrong&#8230;.on two counts. To put down dogs who have helped them out in the field is bad enough, obviously all with great temperaments, fit, healthy and above all adoptable, but to suggest that they found homes when in fact the RSPCA murdered them for more room, is misleading &#8230;I find this all very sad especially as I do own an RSPCA dog myself.</p>

<p>Problem is the organisation is not accountable nor transparent. Question is; is their main reason for existence to pull in donations thereby ensuring jobs? Just because this charity appears to be there for animals doesnt mean their actions underpin their appearance. And it doesnt mean that all those employed actually give a toss about animals either.<br />
Please dont think this problem is isolated to NSW. Tasmania and Western Australia operations are I understand just as dodgy. Cases not prosecuted when the evidence is strong enough for a prosecution, information to members about vet attention supposedly given to animals which appears to be quite misleading&#8230;and on it goes.</p>

<p>I believe there is a new CEO of RSPCA WA who is wanting to change things for the better for those animals that go into its care. If what I read is correct and my memory is right she is from the UK and couldnt understand why the kill rate was so high and hopes to introduce how it is operated in the UK, where things have improved greatly for some time.</p>

what sort of message does this action send out to the public. heartless murderers.<br />
I used to donate and support RSPCA but since working in rescue personally have learnt the dirty back door tactics of the rspca and the underhanded lies and misconceptions they put out. more funds and support thanany other animal organisation and still senslessy murdering innocent rehomable pets. im disgusted and saddened</p>

People donate money thinking it will be used towards helping animals&#8230;.THIS IS NOT THE CASE obviously:( I am just so disgusted and angry that the people are being deceived over and over. I will NEVER donate to RSPCA ever again. Also I live in regional NSW and the RSPCA has NO interest in helping any animals at risk out here.</p>

<p>Steve Coleman, says &#8220;&#8230;we are an organisation striving to do better&#8221; The RSPCA is certainly striving to do better in terms of its wealthy share and investments, and the profits it makes, $10 million last year. Sadly, the kill rate for dogs and cats is 50% doesn&#8217;t seem to be much striving to save, and rehome the animals in their care. All the companion animals in their dubious &#8220;care&#8221; could be saved if Mr. Coleman was as sincere about animal welfare, as he is about accumulating profits.</p>

<p>I used to help the RSPCA but NO MORE! I think the organisation stinks they do not care for animal welfare at all. Look at how much money is raised by them. All monies just go into investments and not into saving dogs, plus their temperament testing is outrageous! Where is the skill?? All my dogs I saved (I have 3 dogs) were saved from a local pound and if they had gone into the RSPCA wouldn&#8217;t have stood a chance. They are now well behaved, loving and well loved dogs. It takes time with some dogs to bring them around, after all if you were lost, abused or starved, and fearful of your life wouldn&#8217;t you be nervous and timid and if you were hungry, wouldn&#8217;t you try to keep your food and not let someone take it away.</p>
<p>This organisation needs to wake up to itself. It needs investigating URGENTLY.</p>
<p>I run a business and so do many of friends all animals lovers. No funds will ever go RSPCA way again!</p>

<p>Another day; another RSPCA coverup. How long will this be allowed to continue?<br />
Wake up people of NSW &#8211; our taxes are subsidising the killing of perfectly healthy, rehomable animals. Other organisations have save statistics ten times higher than the RSPCA branches in the same areas. Literally &#8211; ten times higher!<br />
And for those well meaning people who donate to the RSPCA or leave bequests in their wills &#8211; rest assured, it is far more likely that your gift will be used to buy the drugs used to kill animals than it is that it will be used to save them.<br />
Shame RSPCA shame. No wonder Mr Coleman chooses to communicate through 20 second soundbites rather than participate in a debate. Big thumbs down.</p>

<p>I do not understand the mentality of the RSPCA in this matter.</p>
<p>Surely by saying that 2 out of the 6 dogs had to be put down because they were unable to re-home them would be a better approach as it could be the catalyst for more people to become involved with adopting unwanted pets.</p>
<p>If people see that they have a 100% success rate then they may not become involved due to thinking it is all under control.</p>

<p>I think it is disgusting that the RSPCA has mislead the good natured and generous people who donate to them, by using these dogs for fundraising, then kill them afterwards. Given the RSPCA made around $10 million profit last year, has something like around $40 million invested in shares &amp; investments, got a $7.5 million grant from the state government, plus millions in donations, it&#8217;s high time that the RSPCA were held accountable for their actions.<br />
This event, the killing of these two dogs, is just the latest in a series of issues involving the RSPCA. Why do they have such a high kill rate for companion animals exceeding 50% when local community groups, working with council run pounds, can achieve far better? Why can pounds throughout the Central Coast and Hunter Valley regions get kill rates between 4% and 12%, whilst the RSPCA can&#8217;t get near it? Why won&#8217;t the RSPCA work with community based rescue groups? Why does the RSPCA have a behavioural test which kills far more than it saves? Why can the RSPCA branch in the ACT gain a kill rate of only 6.5% yet the NSW branch can&#8217;t?<br />
What is the RSPCA NSW doing with all the money they get? Does it go into saving the lives of the animals in their care or into their investment portfolio? Clearly the money raised didn&#8217;t go towards the saving of these two poor dogs.</p>

<p>EVERY year more than 250,000 dogs and cats are killed in our shelters and pounds.</p>
<p>The number keeps rising and the cruelty and neglect associated with it is heartbreaking.</p>
<p>For many years, small animal rescue charities have worked at the coalface of this tragic situation, saving unwanted dogs and cats from the public and unclaimed animals on death row from the many pounds around the country.</p>
<p>Many also have been assisting low-income people with desexing their animals by working within their communities. They do all this on very limited budgets and most involved are volunteers.</p>
<p>How long are we to sit by and watch as our major animal welfare organisation fails to use the public’s donated funds to save more lives than it does now?</p>
<p>The time for change is now.</p>

<p>A TEMPERAMENT test for dogs was provided to the Newcastle Herald yesterday.</p>
<p>It consists of 25 assessments with each having between four and 11 response levels.</p>
<p>Each level of the test comes with a score of between 0 and 20 points, or a &#8220;fail&#8221;.</p>
<p>In any assessment if the dog barks, jumps, becomes excited or appears scared it can be given points.</p>
<p>The scorecard is marked out of 500, with dogs scoring more than 100 labelled as unsuitable for adoption.</p>
<p>A dog that barks when exposed to a cat will be marked 10 points and if it chases the cat it will score 20.</p>
<p>If a dog playing with provided toys holds on to the object and does not let go it will receive 20 points.</p>
<p>When the assessor makes a sudden noise and the dog becomes startled it can score 10 points.</p>
<p>NSW RSPCA chief executive Steve Coleman said he wanted to dispel rumours that dogs scoring more than 100 were automatically euthanised.</p>
<p>&#8220;There&#8217;s a mythical number of 100 going around,&#8221; he said.</p>
<p>&#8220;There are examples where a dog scores over 100 but still passes.&#8221;</p>

<p><strong>While animal welfare issues such as the live export of cattle have recently attracted the attention of the government, media and wider community, the poor management and harmful treatment of companion animals is being overlooked.</strong></p>
<p>As the <em>Getting to Zero Summit</em> kicks off this week, which aims to save &#8220;surplus&#8221; cats and dogs from being killed, Anne Greenaway, principal of Lawyers for Companion Animals, noted the appalling management of companion animals by pounds across Australia.</p>
<p>&#8220;In Australia, it&#8217;s estimated that there are around 250,000 cats and dogs that get killed every year,&#8221; said Greenaway. &#8220;One of the issues that keeps rearing its ugly head is shelter staff who get very distressed by what they see in shelters and quite often speak out. And when they do speak out, they get bullied.&#8221;</p>
<p>Referring to the high &#8220;kill rates&#8221; of some animal shelters in Australia, Greenaway noted the increased effort by &#8220;no kill&#8221; groups to rescue animals from pounds that are likely to be killed.</p>
<p>&#8220;Those organisations with a high kill rate refuse to work with rescue organisations. There are people out there who are willing and able to go into such an organisation and be a foster carer, but a lot of these organisations just say no and that is what&#8217;s troubling,&#8221; she said.</p>
<p>&#8220;[Animal management] needs a <em>Four Corners</em> investigation because there are so many questions that haven&#8217;t been answered &#8230; There are all these animal welfare organisations that are meant to be helping animals but they&#8217;re not.&#8221;</p>
<p>The conduct of animal rescue organisations, as well as Victoria&#8217;s new breed-specific dangerous dogs legislation, are just some of the many animal welfare and management issues dealt with by Greenaway as one of just a few animal lawyers practising in Australia.</p>
<p>&#8220;I&#8217;ve had an interest in animal issues for more than 10 years &#8230; The reason I specifically focus on cats and dogs is that the issues affecting animals are so broad,&#8221; said Greenaway, who opened her companion animal law practice in June this year following a career in criminal law.</p>
<p>&#8220;I&#8217;m doing all this pro bono &#8230; I want to be a source of information that will help people make decisions which are in the best interests of their animals.&#8221;</p>

<p>I AM very disappointed by the kill rates at the RSPCA shelters in NSW. Other open-admission pounds have very much lower rates. I read the story on Facebook of Max (Justice4Max) the dog, who was put down at the RSPCA Rutherford even though the owners were coming to get him (&#8220;Life or death&#8221; Herald 17/10). I am terrified that if one of my dogs got out and was taken there they could be killed before I could get them.</p>
<p>I know they would be so scared that they would fail the temperament test. I don&#8217;t understand why they won&#8217;t work with rescue groups to help save lives. I&#8217;m getting the impression that they are more concerned about money. I think the RSPCA should spend less money on self-promotion and offer free or cheap pet desexing instead. I would also like to see a big public awareness campaign encouraging early desexing of pets. That really would be saving lives.</p>

<p>Well said Tess! I also think that problems with animals start with humans and the way they are treated. Its a human problem, not an animal problem. Adverse behaviour in animals often stems from what happens to them at the hands of humans. Bring in licences for pet owners. Maybe humans who were backed into a corner and stressed would not behave favourably. Lets bring in temperance tests for dog owners.</p>

<p>It appears The RSPCA has now taken over the contracts for a number of Councils&#8230; So yes money does come into it. Their CEO spoke about them not having money to run or upgrade the pounds&#8230;. So are the RSPCA pounds now just becoming a processing centre for animals&#8230; using their failed temperament test to justify killing of dogs?</p>
